[press agency.] WELiitfGWON, July 23. After a short debate in the Legislative Council the address in reply, was carried, and the Council adjourned till Tuesday. After a little formal business of no general interest, the adjourned debate on the Addre3S in reply was resumed by Mr Murray, followed by Messrs M'Gillivray, Thompson, Williams, Pyke, Bunny, Rey-. nolds, Montgomery, M'Glashan, Ward, Wales, Brandon, and Dignan, who was speaking when the House rose. The chief points of the Opposition members' speeches were that, the working of our railways was very unsatisfactory; that the financial position of the country was dangerous; that the administration of the Government was lax, inefficient, and ruinously expensive ; that no measure for the abolition of the Provinces should be introduced by a moribund Parliament ; that the whole question should first be submitted to the people of the Colony ; that correspondence relating to the negotiation of the loan and conduct of immigration was detrimental to "the interests of the Colony ; that it displayed bad feeling amongat some of the highest servants ;of the Colony; that much of it should never have been penned, and, after it was, should not have been allowed to see the light, and that some of it indicated very markedly what appeared to be a grave scandal. The substance of Mr Reynold's remarks was -^ What is the use of discussing momentous questions until you have something to go upon, until you have measures and full details before you. The debate promises to be keen and prolonged. Mr Ballance, the member for Rangii tikei, took thg oath and his seat.
