TEE PRESIDENT'S MESSAGE. Hew York, Dec. 8. The message of President Grant to Congress states that the foreign relations of the country are friendly, but that the difference with Spain had nob been settled. The situation of Cuba was in- | tolerable, and provocative of international ! intervention. The message advocates the resumption of specie payments in 1876, and free banking. He should continue his present policy in the South until new legislation was proceeded with. COUNT ARNIM. London (Undated). The publication of the documents which Count Arnica is accused of having abstracted has caused a great sensation in Paris, because in rebutting the views of Count Arnim Prince Bismarck lengthily demonstrated that Republican France was not dangerous to Germany. It would i rather act aB a political deterrent, than prejudice monarchical institutions elsewhere. GREAT BRITAIN. London, Dec. 12, Mr Fied. Young is to succeed the late Mr 0. W. Eddy as hon. sec. of the Colonial Institute. . Sir Charles Cowper, the agent-general for New South Wales, is now convalescent. Maney is rather easier. The bank reserve is strong. The corn market is steady.
