FOREIGN NEWS.
An union between Russia and France on the eastern question is on the tapis. There are great defections and mutinies in the Carlist ranks, and the Carlist atrocities are unabated. The rumor of Germany interfering ia revived but not credited. A painful sensation has been caused in Vienna by the publication of a Pastoral, by the Cardinal Archbishop, charging Germany with endeavoring to extirpate Christianity. Garibaldi, at the invitation of Romans, stands to represent them. He exhorts the electors to vote for some persons who are political prisoners. Three exhibitions have been despatched by Russia against the Turkomans. Extensive arrests of Internationalists, arms, and war munitions have occurred at Florence. : Japan and China are preparing for war, and sent large orders to Birmingham. :
