In 1872 an Act was passed by the General Assembly entitled "the Miners' Rights Extension Act," its chief purpose being to enable the holders of miners' rights taken out in Nelson or Westland to exercise them for the uuexpired portion of the period for which they were issued in the adjoining Province. Until now this Act has remained a dead letter, but the last " Gazette " contains the regulations which the Act empowered the Governor in Council to make. The Governor under these regulations may appoint "Registering Officers" for the purposes of the Act, and the following is the process for taking advantage of the Act : — Every holder of a miner's right taken out in one Province, and being desirous of exercising it in the other, must make an application to a Registering Officer, which must be attested by a Registering Officer or a Justice of the Peace, and be accompanied by a statutory declaration that the applicant is the person referred to in the application. The documents must then be presented to the Registering Officer, who will mark the miner's right, and make a memorandum of the application. The fee of half-a-crown is chargeable upon each miner's right, and tie Registering Officer is boaiid to snppiy the BeDßssary printed forms without charge. A register is to be kept which may be searched by anyone on payment of one shilling, which fee is, however, not chargeable to officers of the General or Provincial Governments. These regulations are only in force in the provisions of Nelson and Westland. Whilst we do not think that the Act will be required to be used in any considerable extent, still there is no doubt that in some cases it will prove a convenience.
