[to the editor.] Sir— There is evidently some slight misunderstanding in connection with the purposed Recess Committee of last session, which has been held up as a failure, and adduced as evidence of the necessity, of an Executive Council. There was_ m o Committee appointed during the last session of the Council "to assist the Superintendent in the administration of the affairs of the Province, or to act as a check .on his administration. It was moved by Mr White — "That there shall be a Recess Committee appointed by the Provincial Council, to consist of not more than — or less than — members of the Council, without whose advice and consent it shall not be lawful for the Superintendent to appoint, suspend, or remove any of the officers serving under the Provincial Government, or to make or enter into any contracts or engagements whereby the revenue of the Province may become chargeable with the payment of any money." I supported this motion, believing it would be a wholesome check on the Superintendent, and meet our present requirements, but on division this motion was negatived. Although on both occasions I have recorded my vote against an Executive Council as being premature, but have maintained that on our obtaining a loan for public works an Executive Council would not only be desirable but necessary to assist the Superintendent in the administration of the affairs of the Province, but until then, in the face of a rapidly declining revenue, I think such i check as that provded in the above cited motion would have met the case. But as a large majority of the Council think such simple and inexpensive machinery would be inefficient, and that an Executive Council is necessary, I shall for the future do my best to assist in making such Executive Council a success, lam, «fee:, pHARIiES WoOLOOOK. flolcitika, 29th May, 1874. . •
