The French Ministry have resigned, in consequence of the opposition to a measure brought for .yard by the Due de Broglie for the formation of a second chamber. Since the establishment- of the Republic there has only been one branch of Legislature in France, a representative chamber; but it -has long been felt that a second chamber was necessary. The difficulty, however, has been the constitution of the Upper House — • whether its members should be elected or nominated, and this difficulty the Chief Minister sought to surmount by establishing a " Grand Council," consisting partly of elected and partly of nominated members, and to he empowered conjointly with the President to dissolve the Assembly. It is not improbable that this last provision has lead to the success of the opposition to the measure. At the latest date from Paris the Ministerial crisis continued, and once again French politics are in a turmoil.
