NELSON PROVINCIAL COUNCIL. [from a correspondent.] Nelson, May 27. The Responsible Executive Bill was read a second time last night, by 15 against 6 ; Shapter and the Treasurer voted with the Opposition. Several speakers advocated the abolishment of Gold-fields Road Boards, and a Bill has been introduced to exclude boroughs from the operation of the Local Revenues Act. The Government intimated the intention of allowing the occupiers of sections at Reefton to purchase, providing buildings of the value of LSO have been erected thereon,
