The Schah of Persia has granted to Baron Reuter an exclusive concession for the construction of railways, tramways, and waterwork ; also for working mines throughout Persia. New York, Nov. 26. Jay Gould has been arrested in connexion with the Erie railway "ring." An examination of the books showed that a sum of ten million dollars remained unaccounted for. He has been bailed out in sureties amounting to one million dollars. London, Nov. 27. The ship Royal Adelaide has. broken up. The salvage from the vessel, will be small. Ten persons in all were drowned. The Nelson is off Ormeshead, having sustained some damage. Lady Doughty, a most material witness in the Tichborhe case, is seriously ill, and . her depositions have been taken. The ' increased number of desertions from the- British army is exciting attention and alarm. The average number is from 700 to 800 monthly. This defection is attributed to the present state of the labor market. Paris, Nov. 26. The majority of the committee appointed to draw up a reply to the messageof M. Thiers are favorable to a system of Ministerial responsibility being introduced. M. Thiers. insists upon constitutional reforms being ; carried out. The situation, in the meanwhile, is a very serious one. This complete rupture between: M. Thiers and . the Monarchists causes great excitement, and should Thiers resign the Presidency, the Monarchists it is said will appoint General Changarnier dictator. ■'/:..'- November 27. The minority pi the committee propose, ; with the approval of M. Thiers, that .a committee of 30 should prepare a bill establishing Ministerial responsibility, certain constitutional reforms being necessary in order to secure the regular working of republican government. . The committee's reports were read to theAssem-; blyy and the majority asked for an immediate discussion. The minority, however, proposed an adjournment until Thursday, ; which, upon being put to the vote, was, approved by a majority of 356 as against 332. This result i 3 considered to be a favorable indication for the Government and Ministerial deputies. It is believed that the crisis has now virtually ended, and there* are indications of a possible compromise between M. Thiers and Conservatives. Berlin, Nov. 27. The Reorganisation of Counties Reform Bill has passed the Chamber of Deputies by a majority of 288 against 91 votes. . London, Nov. 28. "' Statistics published by The Times show the desertions from the army to be less than was supposed. Discount, 6 per cent. Consols, 92|. London,- Nov. 30, 2.55 p.m. The. issue of a new Victorian loan is pending. • Captain Marbin, of the Royal Adelaide, acted "cullabry" (? culpaply) on the occasion of the wreck of his vessel. An inquiry into the circumstances attending the loss has been ordered. The contractors for the Tasmanian railway works are sending out 1000 men. Mr Dillon Bell, Speaker of the House of Representatives, New: Zealand, has been created a Knight Bachelor. At the wool sales the home competition is limited, but a good demand exists for export. Cross-bred descriptions are in favor, and the rise in combing sorts is supported; greasy kinds are cheaper. Faulty wool is excessive, and has led to large withdrawals, only 3000 bales having been sold. Oil and tallow remain steady. Petroleum, Is Bd. Hides and leather easier. Queensland cotton, 91 4-10ths. London Chartered. Bank shares, L 2 5; National Bank, L 6. . Paris, Nov. 29. # In the Versailles Assembly the resolution arrived at by the committee in reply to M. Thiers' message was read, and the Government proposed a counter resolution for the nomination of a committee to define the attributes of the Executive and Assembly, and also to prepare a Bill introducing Ministerial responsibility. The committee opposed the Governments resolution, and the debate was ultimately adjourned. The Monarchical parties are united and well disciplined. The excitement is intense. - i . ;
