LATE TELEGRAMS.
June 20 to June 29. At the Conservative banquet on the 24th, at the Crystal Palace, Mr Disraeli made a speech, in which he declared that the principles of Tories were to defend the Constitution, and maintain the ppwer and greatness of England ; also, that a third object of the Conservatives was the improvement of the condition of the people. He 'severely criticised the policy of the Liberals. The House of Commons, after considering the amendments of the Lords on the Ballot Bill, adopted, on the motion of the Government, the principle of scrutiny in a modified form, and rejected the optional scrutiny. The House afterwards rejected the Lorda' amendments generally, and approved, in conformity with the recommendation of the Government, the appointment of a joint committee to urge the passing of the bill. London, June 20. The Geneva Court, after three brief days' sittings, adjourned till the 26th. The proceedings were absolutely secret. Telegraphic correspondence is being maintained Between the two- Governments. The American Ministers have returned to Washington. They admit the right of the arbitrators to adjourn. In a letter to Cardinal. Antonelli, the Pope protests against the new measure for suppressing religious bodies, and de dares the co-existence of the two govern ments impossible. On the 26th anniversary of his accession the Pope received congratulations from 4000 European representatives (?) at the Vatican.
The London builders have declined arbitration on the proposals of the masters : the lock-out commences to-day. Twenty-five thousand men will probably be affected.
The Belfast lock-out has terminated, the workmen accepting the 2s offered by the employers. The Government has promised a searching inquiry into the causes of the failure of the European and Albert Assurance Companies.
