The inquiry into the loss of the Hydra shows that the ship's boats were unfit to save lives in a heavy sea, and that, had the Ottawa not stood by her, lives would have been lost. The captain and mate had their certificates returned. The opinion was expressed that the cargo was excessive, and that colliers should not carry more than one-third over the registered tonnage.
