The German Government havingratified the agreement come to between^ Count Arnim and the Minister of Finance, the 330,C00,000f which form the balance of the^ 65P,Q00,000f have beeq sent to Germany. This payment will enable France to wait until tlio 31st of March, 1874, to resume the payment of the three milliards, in the; event ,of a payment far advance not; being consented to by all the parties. A Vienna paper publishes the following from Constantinople :— " The Porte having addressed a friendly inquiry to the Russian Government relative to the arm-: ing of the Black Soa fleet, Prince Gorts-i chakoff replied that the arming of twentyfive vessels has taken place witfi the soleend of experimenting on their manoeuvering capabilities and exercising tiheir! crews. The reply adds that the Govern-i ment does not intend to construct anyi more large vessels in the ports of the' Black Sea, or to augment the numbers at.' present in those waters.
