Nelson, May 2. The s.s. Kennedy, on her way up, closely examined a schooner floating ' bottom upwards, four miles west of Farewell Light. The Captain concludes that it is the Ocean Bird. She is a new schooner with tbpsides painted white, low in the water, and she; has both anchors down. It is expected;' that the Lyttelton will be able to tow her into Nelsriiv : The Kennedy would have done. so, but broke her starboard. shaft 1 when off the Buller. , She is consequently disabled, and will be detained here for repairs. The, Town Improvements Bill was introduced into the Council last night. It provides that the Act can be introduced; into any town on the petition 6f fifty householders, when a Board can be formed' of eight members, to be elected from Wards if desired. . The Board is to have, power, to rate property at its estimated selling value, at not less than £d nor more than 2d in the pound. A special rate, for special purposes, may be imposed on the representation of two-thirds of the owners in any street.' All moneys appropriated for any town, to be expended by the Board.
