Wednesday, February 21; " - [abridged from the w. c. times.] - Mr DcNGAN, by leave, amended ifoe motion of which he had given notice, to read " That the Council reoommends that the township at Marsden, as surveyed,',be declared a site for a town, under the 32nd section of the County of Westland Act ; bounded on the northward by the north boundary of Block 52 (suburban), on this westward by the left-hand branch of the. New River, on the southward by the 1 New River and section 1135 (rural), and on the eastward by the New River and sections 1294 and 1360 ■ (suburban). That the Council recommend that the present occupants be permitted to purchase the grotind held by- them, valuations for lmprdse'ments being added to the upset price] aindthat unoccupied ground be cut up into sections of one tenth of an acre. each r and sold in the. usual. way,. at the upset price of L 35 per acre; ' and that W copy of th^j resolution be forwarded to his Bxcelleridy the; Governor." He said that he ! The motion passed without dissent Mr Barff moved-^" That the sum of £50 be" disbursed from the item f Cohtirigencies ' for the. construction of protective works at Goldsborbugh."— Mr Hoos moved, as am amendment— : " That fifty percent, of the proceeds of the sale of sections in the town of G^oldsbo'iough /be paid overto the Road B,oard, for, the use of that township;— Mr B\7HON seconded the amendment.— The -^Chairman coifsidered that the amendment was out of order, as a motion exactly similar- had been negatived on a previous . occasion, during the present session.-^ATlong discussion ensued on the point of order, which was at length terminated by the Chairman ruling decisively that the amendment of Mr Hoos was out of order, —Mr^ Robinspn moved that the following words be added to the original resolution: '"•— " Conditionally that an equal sum,, be raised by the Road Board, by special rate on the locality where the work is to be done. "— MrDuNGAKTseconded the motion. It was then put to the Council whether the words proposed by Sir Robinson^be added to the resohttionj which passed in the negative. Leave was then granted to add to the original mdtidn 'the Swords, " conditionally upon the sum of '" L2o k being contributed by the inhabitants/,

and the resolution, as amended, passed without dissent. THE SAN FRAHCISBO MAIL SERVICE. Mr Barff moved—" That this Council desires to call the attention of the Hon. the Postmaster-General to the fact that very serious inconvenience is caused to the inhabitants of the County of Westland by the delay which invariably ocean in forwarding the West Coast portion of the San Francisco mails from Nelson ; and that a copy of this resolution be forwarded to the Hon. the PostmasterGeneral." |He felt sure, he said, that there would be no dissentient voice on the motion he had put on the paper. He was not prepared to say how many days the mail was delayed each time, bnt on no occasion had it been brought down to Hokitika in anything like proper time. It was a mere farce to call it a Colonial service, when it was only made to serve a portion of tbe Colony. He was quite assured that when the matter was under the notice of the Postmaster-General, a remedy would be provided without delay. — Mr Button seconded the motion, which pasted without dissent. The Chairman hud on the table a letter from Mr iJungerford bringing under the notice of the Council the losses he had incurred in the maintenance of the Christchurch road in consequence of the floods, and asking as a return that the contract be extended for three yean. The letter was read and received. The Chairman kid on the table a letter from the Premier, in respect to the Council ceding the coal reserve as part of the guarantee to the General Government for the cost of constructing protective works at Greymouth. The letter was read and received.
