FRANCE.
The new taxes have created hardships and dissatisfaction. Heavy outrages have been committed on German residents at Lyons. A Court of Inquiry haß been appointed to try .the officers who capitulated during the war. Twenty-five thousand Communists still in custody. The trials are proceeding slowly.
