THE PAYMENTS TO ROAD BOARDS. (fkom our. own cob.bespondent.) Wellington, Nov. 1. Mr Harrison's amendment in the Payment to Provinces Bill, proposing to secure to electoral districts on the West Coast a full proportion of the Road Board allowance, was lost by 23 to 19. Mr O'Conor made an excellent speech exposing the policy of the Nelson Government, to aggrandise the settled districts at the expense of the gold fields. Mr Harrison, however, gained his main object by carrying, at three o'clock this morning, a new clause, setting apart three-elevenths of the sum allotted to Nelson, to be held in reserve for distribution amongst Road Boards on the South- West Gold Fields, south of the northern boundary of the Electoral District of Buller down to the Westland boundary. Mr Curtis stated that he would, at the first meeting of the Provincial Council, bring in a bill forming Road Boards in that pare of the country. The Public Petitions Committee report favorably on the petition of the Greymouth leaseholders. The Municipal Corporations Act A mendment Bill has been passed. It provides vote by ballot, and several clauses giving additional power to Borough Councils. Mr Harrison moved a new clause, giving power to alter the boundaries of wards, and carried it.
