(from our own correspondent.) ANNEXATION BILL NOT YET ON. GREAT DEBATE ON PAYMENT TO PROVINCES BILL. Weltjlhgton, Oct. 31, 10 p.m. The Annexation Bill is not yet oni . The Payment to Provinces Bill, Road Board clauses, will take all day. Great discussion upon the conditions that money is to be advanced to Road Boards. Mr O'Conor and Mr Harrison warmly censured the Nelson Government for neglect of the South- West Gold Fields, and Mr Harrison moved an amendment as follows : — " Provided that for the electoral districts of Buller, Grey Valley, Hokitika, and Totara, there shall be set apart for each of the said electoral districts such a portion of the moneys to be apportioned for distribution amongst Road Boards as the population of the said electoral districts bears to the population of the Colony, such proportion to be apportioned amongst Road Boards and Boards that may hereafter be established within the said electoral districts in such manner as the Governor in Council may direct."
