September 30^ The whole of the, Paris forts .were officially surrendered on the 20th by the Germans. The evacuation of the four departments adjacent to Paris terminated on the 25th. In consequence of certain modifications" in the commercial treaty by the French Parliament, the German plenipotentiaries declined to ratify it. It is stated that an understanding exists between Thiers and Count Arnim on all the essential points of the treaty. It is stated that serious difficulties have arisen in Berlin, in consequence of the modifications ; but Paris advices say that the matter may soon be settled. The National Guards of. Lyons Etienne are ordered to surrender arms. Tranquility prevails. Bochefort has been sentenced to imprisonment in a fort, and Rossel to death with military degradation.
