[fROM OUR OWN CORRESPONDENT.] Wellington, September 9. . It is generally believed that the Budget will contain proposals for- abolishing Provincial charges, and for placing the administration of Crown Lands under the General Government, with the promise that the value of any land sold within any Province is to be spent in public works within the Province in which the land is sold, A modification of the Capitation Allowance will be necessary, and a readjustmerit of loan charges.
