Count Bismarck has recently addressed a circular note to the representatives of the German Empire in foreign countries, in which he gives fresh proofs that the French troops frequently made use of explosive bullets, aud adds that fresh examples had been brought to his notice of other breaches of the Geneva Convention. The Paris Gaulois alleges that by a treaty still secret, but already signed between Prussia and Luxemburg, the Grand Duchy undertakes to pay the Cabinet of Berlin an indemnity of 2,000, OOOf. for the wroug it did in violating its neutrality. The personnel of the railways in Luxemburg will be Pruss'a'i in future, and the Prussian troops only will garrison the Grand Ducal fortress. Hope and Co., the celebrated bankers of Amsterdam, are reported to be \*orth not less than forty millions dollars, most of which has accumulated in the last ten years.
