[io tse editor] Sir— Can you explain to the public how the extraordinary state into which the Paroa Boad Board's accounts have got was not sooner brought to light ? I know that, by the County of Westland Actyr'a public auditor of the Boad Board's accounts :is required to examine tfyetn. half-yearly, and I know %rt the County Treasurer holds the appointment. I am, therefore, at a loss to understand how those discoveries were not made by that officer, if he has, as he should have done, audited the accounts ; that it was not difficult to find out the errors is proved by the fact of their discovery by the gentlemen whom the Board appointed to -audit the books, and I again ask why has the matter remained unknown for so long a time. If the Road Board knew of them, the blame, of course, lies on their shoulders; if they did not, either no audit, or an imperfect one, must have been made, and certified to, by the County Treasurer.
