The war news brought . by- the San Francisco mail appears to indicate a probable change in the fortunes of the French. The determined and- ''united 'attitude of the. Paris population has so far arrested the active movements Of the besiegers that r t he Prussians delayed the bombardment until their siege batteries were greatly augmented. .In the south the French have re-taken Orleans after three days hard figbting, in which' the Prussians were .defeated with heavy loss. The victorious French force then pushed northward, if possible to outflank the Prussians: before Paris. Winter had commenced and probably the first fall of Sntiw :would; be a hint; both to besiegers i and besieged to try conclusions as i soon as possible. The last item from ! Paris is that a large sortiej- for which 200,000 men.: are s»id to be available was imminent, and probably the Suez mail' will ; bring news of a general engagement under the. city walls. ' The i ' aspect of affairs in the East is very threatening; Russia' has demanded a modification of the Paris treaty of 1856, which : prohibits . that •Power's Access to the Black Sea for "her fleets or the. possession of fortifications on s^giv r fn e ;^av\2i -b& s Jns wmjmand now taking advantage of the FrancoPrussian war, thinks to succeed. It is ominous that the British Government has, in conjunction with Austria and Italy, declared its intention to resist any violation of the treaty. makes the matter more, serioua,; is that fears are expressed of a secret understanding between Russia and Prussia on the subject. Turkey is alarmed aud preparing her arniiesaud:fledt, as well she. may, as probably before this time the Russian fleet is before ' Constantinople. This new eorii- , plication is a serious one for England, and "may compel her, after all, to take up arms: It is noticeable that a great change i3.taking place in England with respect to Francej'the conduct of Prussia in forcing on the war having aroused general sympathy for the French ' Nation. Germany may yet find that she might have been-more generous with "greater advantage to herself. Paris is not yet taken, and so long as that city holds out the confidence aud courage of the French people will increase. The issue is changed —-.Germany. is not now fighting against an aggressive Emperor, it is fighting a nation now fully roused in defence of all worth defending, ; And no nation of forty millions fought thus in. vain.
