Austria and Russia, though nominally neutral in the present struggle, are slowly arming and amassing troop 3in strategetical positiou. Poland is closely watched. Austria fears the consequences of Pros* sia's triumph, and aims at the formation of a league to maintain the political equilibrium. Turkey has called out its reserves. The Scandinavian States have declared neutrality Denmark is powerfully tempted. The publication of the secret treaty has destroyed in Belgium all friendly feeling towards France. The country is completely armed. The people express gratitude to England for its influence
