Sir David Munro, to-day, took a formal ■ farewell of the House of Representatives, announcing that it was not his intention again to seek election as Speaker. Messrs M'Lean, Yogel, and Stafford expressed deep regret at the announcement, and highly eulogised Sir David Munro's conduct as Speaker during the last ten years. Mr M^lndoe withdrew his motion in favor of making the Legislative Council elective, as the Government promised to j consider the question during the recess. Government opposes the L 650,000 loan to Otago, as being in conflict with their policy. Dunedik, Aug. 27. Heavy and incessant rains have fallen during the last two or three days, aud there have been great floods at Oamani, Waikouaiti, Taieri, and Tokomairiro. A shepherd named M'Bride was drowned while crossing the Shag River. The weather is clear to-day. August 29. Work was commenced to-day in the construction of the Dunedin and Port, Chalmers Railway. No official notice of it was taken. The contract was signed six months ago ; the Provincial Government guaranteeing eight per cent, for fifteen years on a capital of seventy thousand pounds.
