Mr Lahmari seconded the motion, which, after a long discussion, was carried. ..•'■;•. • : • • : . , Tenders were opened for bridging the Arahura at the ten-mile pegs, and referred to the Public Works Committee. gThe Chairman proposed— " That the new Mining Regulations should, be re- - ceiyed and adopted.'. — Carried. ; ,. ( , . July. 19. Present— the Chairman of the Council, Messrs Lahman, Carreras, White, and Clarke. ..;,. r Mr Clarke presented a petition from the Arahura Road Board, praying for assistance. — Received and read. Mr Lahman raoved-r-V That the Chairman be requested to lay oh the table a full and detailed statement of ithe assets ' and liabilities of the Counts of Westlatfdi on the 30th June, 1870." : Mr Carreras seconded the motion. The Chairman said that the County j owed about L3OOO, as per statement, and the overdraft at the Bank of New Zealand was about LSOOO more. L9OOO would more than cover all liabilities. Mr Lahman moved— '/ That the sum of LIOO sterling be placed on the Estimates '; for the erection of a Court-house at Clifton." .. •■ , : Mr Carreras .seconded the ; motion, .though at the same time he complained that Mr L*hmaii;iock the affairs of his (Mr Carreras') district .out of his hands. , The motion was carried with an amendment suggested by the Chairman that he should be empowered to make .arrangements for Court accommodation without necessarily building a Court House!' Mr Carreras moved— '^That the Chairman be requested to place the Bum of LISOO on the. Estimates, the same to be divided amongst the several Road Boards." : Mr Lahman seconded the motion. . ;. After some' slight; opposition from the; Chairman, the uiotjion was carried. : Mr Carreras moyed,— ' ' Thai in the opinion of this Council it is absolutely necessary for the pteseryaiion of life that immediate steps be taken by the County Chairman- to have the large Ufeboafplut into an efficient state, and stationed in such a place and manner as to be always in readiness, in case of accident.'': He referred to the recent fatal accident in support of the resolution, and suggested several measures to prevent a recurrence. ' Mr White seconded the motion. Tho Chairman explained that he had already anticipated part of the moti6n, and < was about to get the^ harbor boati lent to Lieut. The.Chairman opposed theiteni; and thoughit the L.iterary Society was ,, too ' extra v'aoarit an institution for such : %a young community , as tha^ pf Hokitika. : Mr White defended tho claims of the Society, and thought it was a credit to the town. ■'*' ; ; The indtion was put and carried^ Mr Carreras moved— " That the Chairman' be requested/ to plac^ the sum of Ll5O on the Estimates for the purpose of ejecting, two foot bridges over the New River, one ; bet ween Marsden and Nenabria, and qnea.tthe end of the recently made road beiweeu Marsden and Cobka-a-Bulla." ;, He pointed out tha.t.he did not de3ife..t6 ask for any increase on the sum proposed in the Estimates, but merely to give tha Chairman power to apply any surplus' from that vote to the above purposes. . ;,
Tho Chairman suggested that the mction should be withdrawn, and, that when the item came up an amendment embodying those ideas .might be made. Mr : adopted the', suggestion, and withdrew the motion. Mr Carreras moved— "That a bridge be built over the Arahura, and that the Chairman' be empowered to grant protection tcr auy person wishing to erect the same at the place that the Council *h'all direct." He explained that he simply required an expiession of opinion from the Council, and would leave the question of right open. ' Mr White seconded the moiion. ■ The Chairman and Mr Clarke supported it, ;and it was carried. The Chairman laid on the tabler a report of the Public Works Committee. < Mr Carreras inquired when the report of the Inspector, of Weights and Measures would be laid on the table. : The Chairman said that if would be brought up at the next sitting. ' ■....-:.• The Council then adjourned tiU Thursday evening at seven o'clock. ■
