THE Grey River Argus. SATURDAY APRIL 9, 1870.
It haja.been our duty frequently of late • Ito call attention" prominently to the uhs iitableness-of the Rules and Regulations at present in force in. Westlaud to the 'retjiurements of the population and the n iture of the workings in the country ; and, in order if possible to remedy existing evils, •we have initiated a discussion as to the advisability of petitioning ior tlie establishment of Mining Boards. It is rather a favorite notion with the majo • rity'of tho 'mining', population that these Boards are.ia" remedy for all the evils attendant upon the digger's occupation, . and it is not to be wondered at that they should be eager. to embrace a:».y alterna-! tive, rather, than contimie as they are at present. ' Whether it ' be the effects ; of this agitation, or the .fear.'.'of the possibility of being coerced- into -callingathese budies into/existenceaipoalfche presenta-] tion of a petition to that effect, signed by the requisite nnmber of miners, we care not 5 it is sufficiently gratifying that something is shortly to be done in the direction of amending, altering, or adding to the present Rules and Regulations, aiid the public are invited to help in <his good work. Mr Hoos has adopted the .wise course, in announcing the contemplated .alterations, of publicly calling upon all .persons having any suggestions -to make ,with reference to tho Rules and Regulations, to send them in: the: County Chairman's Office at Hokitika, oil 1 or before the sth May.ngxti.- Although it is questionable whether the course adopted by Mr UOO3 is the; best that could, be. devised to meet the necessities of the case, it r ; would be' tin wise to cavil sat sit no wt Every r advantage ought to be ;at once taken; of. tlie opportunity by the miners,.; and aU who' take ail 'interest- in" "til© 1 welfare of that important portion "of- th"e ; community. ;It would be well for the residents,, ii), each district to appoint delegates to meet and draw np a series |of ' amendments and additions to the present rules. Each : district could have its o.wn Committee, and there is no necessity to, travel beyo -^he simplest of possible forms, be e ' xl ' t ' i> results ;of these, scattered mcc ' : will be compared inthe Chairman's o te at Hokitika (let,us hope by a competent person), and perhaps a happy medium arrived at suitable to the requirements of the' County.. We suggest that the "Road Boards shbuH take' the initiative in tlie matterj arid reffer it to sub-committees of practibal men; "with power either to add to tlieir number^ or to call'witnesses, Bitbsyond'this'i there is the opportunity for all persons to send in suggestions, if they 'have any to niake, and; it, is to be hoped,' iii'th'e interests jof the County, thatit' will be largely 'taken advantage of/by. miners^ in • order to remedy' the "abuses how so loudly complainedof.; ■:•-.•■.■ : . :
