Rome. The Pope has issued a Bull, containing regulations, for. . the guidance of the CEcumenical Council, and decrees that the right of introducing propositions belongs to the Pope and the Court-room. The. majority of the bishops are dissatisfied with this decree. Pere Hyacinthe has given a lecture, in which he spoke in favor of an unsectarian church, and the reconciling of religious and liberal ideas. Intelligence received at Arid states that the Papal Congress at Naples attracted 500 delegates. President Riccardi de-. livered the inaugural address. Victor . Hugo and Garibaldi' sent apologies for their absence. . The ceremony passed off with the greatest enthusiasm.
