The Englishman, of the 3rd September, says : — " The Government of India seems to have takeu a most determined step to prevent the importation or employment of European mechanios in this country. In their zeal to suppress loafers they have now issued in the Gazette an extract from a despatch to the Secretary of State to the following effect : — * The employment of English artisans in the plains of India is for the present indeed a necessity, which, however much we regret it, oannot be avoided. The only remedy is the substitution of skilled native labor to the uttermost, and we are well persuaded that there is no handicraft, however intricate and difficult, which the natives of India are not capable of learning. Our moßt earnest attention will be given to this subject, with the distinct object, among others, of dispensing, as far as may be possible, with European labor of a mechanical nature, But we respectfully suggest to your Grace that it bo made a rule, to be departed from only under, the most exceptional circumstances, that no man with a large family shall be engaged in England to proceed to India for minor civil employment under the Government there.' This order clearly shows the feeliug of Government with regard to inducing Europeans to form settlements in the hills. It is a well-known fact to all persons employing mechanical laborers lliat there are numerous branches of work in every trade which natives, though they may learn, can never execute properly."
