The Scotch are leading the way again. The poor-rate in Scotland, imposed in 1845 against fierce remonstrances from Dr Chalmers and others, who foresaw that it would destroy thrift, has risen from L 295,000 to L 863,000, and the Scotch will not stand it. Mr Craufurd accordingly demanded a select committee, and of course got it, though his speech pointed to the repeal of the Act of 1845. The Lord Advocate did not attempt to defend the Poor Law, though he said it was impossible to go back — why I—and1 — and the committee will therefore sit. Its resolutions and the evidence will then be considered by the Scotch members all by themselves, a bill will be drawn up and passed with as little chatter as possible, and the grievance will be removed at once. English grievances are removed after seven years.
