BOROUGH COUNCIL.

♦ The usual fortnightly meeting of the Council was held in the offices, Gressonstreet, on Thursday evening. Present— The Mayor (in the chair), Councillors Kilgour, Rae, Strike, Goates, and Moore. A discussion arose on the reading of the minutes, as to the terms upon which permission was granted to Kilgour and Perotti to run their tramway through Tainui-street along High-street to the Town Belt. Both the mover ajid seconder of the resolution granting protection were absent, and ultimately it was agreed to allow the question as to the confirmation of the minutes to stand over until next meeting. An application was. read from the Eveniiyj Star office, requesting some share of the Corporation advertising and printing. — Received, and referred for consideration to Committee of the, whole. The Town Clerk reported thai accounts for labor and materials, and contracts, amounting to L 546, required the consideration of the Finance Committee.— Received, and referred to Finance Committee. A petition was presented by Mr J. C. Moore, signed by twenty ratepayers, calling attention to the necessity which existed for providing steps by which cargo and passengers could be landed at the end of Arney-street. — Ordered to lie on the table for a week. The Committee appointed to enquire into the matter of the dam across Highstreet, which obstructed the completion of Messrs Kilgour and Perotti's tramway, re* ported that they had visited the ground for the purpose of seeing whether auy amicable arrangement could be come to between Williams and party and Kilgour and Perotti.. They found that Williams and party were not willing to remove or alter the dam, and that Kilgour and Perotti were not willing to build a viaduct across it. It was possible for Williams and party to remove the damj and the Committee referred the matter to the Council to say whether they should not be compelled to do so, seeing that they had no right to the ground (4 acres) which was covered with water. Mr Moore moved "that the report be received, and that Kilgour and Perotti be advised to apply to the Warden to compel Williams and party to reduce their water sufficiently to enable the tramway to be carried through. Mr Rae seconded the motion. MrSTRiKE moved an amendment, which ' was not seconded, and fell. The motion was carried. The Town Surveyor reported that he had not been able to finish the levelling of the town to enable him to report to the present meeting, but the report would be ready on Tuesday next. After a discussion the report was received. The Town Clerk reported that the Public Works Committee had met and accepted the tender of Stenhouse and Cc for diagonally planking Arney-street Bridge, for Lll9. The contractors had signed the articles of contract, which now required to be signed on behalf of the Council. He also reported that he had. accepted the tender of Brimble for the footpath in Mackay-street. Also that the Finance Committee had recommended the payment of L 8 1133 Id to Barnes and (Jo, L4O of which was deposit on account of scrub contract. A number of tenders were laid on the table for piles and filling up behind the protective works with rock, but it appeared that the notice required by the Act had not been given. The Town Clerk suggested an extension of time, and it was agreed to consider the tenders at 6 p.m. on Tuesday in the Public Works Committee. Mr Kilgour moved—" That the meetings of the Council be held weekly, instead of fortnightly." Mr Moore seconded the motion, which was put and carried. The Council then adjourned.
