Calcutta, Nov. 20. Intelligence has been received of a cyclone in the Bay of Bengal, on the 13th instant. It was felt principally along the coast. Akyab suffered severely. The rice crop was damaged, but no casualties amongst the shipping reported, except one case, viz., the steamer Bushire, which went ashore, and was slightly damaged. It is stated that a famine already prevails in Rajpootana. Measures were being adopted to meet the distress, which was also commencing in the north-west provinces. The Government of India is preparing an elaborate note regarding the present mail administration. Bombay, Nov. 21. Afghanistan is again in a case of civil war. Sarda Abdul Rahmon Khan was last heard of sixty miles from Cabul, at the head of a body of fighting men. Amer Shere Ali Khan has despached three generals to arrest his progress. At Muscat affairs are still unsettled. Colonel Pelly has returned to the Gulf, with instructions from the Government of India. Great inconvenience has been experienced by the continued interruption of Indo-European Telegraph. Reports from the famine-stricken districts of Northern India state that matters are not improved. The same remark applies to the Punjaub, the Nazam's Territory, and Bengal. Various works for relief of famine-stricken people have been ordered. A monthly mail is to be sent to America, via Hong Kong and San Francisco.
