Postal conventions have been concluded between Great Britain and the United States, for the joint carnage of mails to California and India. The Georgian Legislature has declared Negro members ineligible. Armed mobs of Negroes are patrolling the roads around Savannah. The Democratic platform is, a general amnesty, immediate restoration of the Sou tli, and payment of public debts in currency. General Butler has been defeated in his candidature. Surat, charged with complicity in the murder of Lincoln, has been discharged. | The Republicans have carried the Vermont elections by a majority of 28,000, or a gain of 8,000. In Maine they had a majority of 73,000 or a gain of 11,000 Negroes have been admitted into the Louisiana Legislature. The British registry has been adopted in America as the basis of port charges. The Indian war continues. Fifty American soldiers were scalped at an outpost on Republican river. At New York gold is at 139 J. The exchange on London is 108£. Standard petroleum, white, is quoted at 30| cents ; flour, extra State, 7 dols. 70 cents, to 8 dols. 30 cents ; corn, old mixed, 1 dol. 15 cents. Large Democratic processions have taken place in New Orleans, the Negroes joining in them. Fires are raging in the forests of California. Over 200 square miles of timber have been destroyed. Agitations have been commenced for the annexation of Canada.
