Another Fenian Congress has been held in New York. It lasted several days, and it was generally understood that uo active measures would beiaken until the Brotherhood is reconstructed and regularly organised. The Pet^s— one of these latter '< —throws away all reserve, and declares against Prussia quite "i' th' 'Ercles vein," winding up with the declaration that Prussia is the hereditary enemy of France. We are not by any means prepared to believe that the Emperor thinks of war as imminent. He knows prettywell the strength of Prussia ; and he has a shrewd notion that the interests of his dynasty depend mainly on the maintenance of peace.
