Money orders must be procured and letters registered one hour previous to the closing of the mail by which it is intended to transmit them. On aud after the Ist January, the postage on letters addressed (within New Zealand, out of the County of Westland, must bear the Intcr-provinpial rate of threepence per h,alf-ounce.
