Money orders must be procured and letters registered one hour previous to tlie closing of the mail by which, it is intended to transmit them. ' On and after the January, the postage on letters addressed (within New Zealand, out of the County of Westland, must bear the Inter-provmpial rate of threepence per half-ounce.
