GREY ROAD BOARD.

The third meeting of the Board was held last evening at the Mechanics' Institute. All the members were present. The minutes of the last meeting were read and confirmed. The Secretary read the following correspondence : — Letter from the County Secretary, stating that the Board could not yet, be authorised to levy tolls and wharfage dues until a legal question had been decided ; also, that the harbor master had received instructions to order captains of steamers not to proceed at a greater speed within the river than is necessary for their safety. A letter from the inhabitants of Maori Gully, praying for the construction of a road from the Arnold township to the Grey and Arnold Junction. A letter from the County Engineer, relative to the bank protection, recommending that the piling be kept as low as can be done with safety, and that the piles should not be planked. A letter from the County Paymaster, stating that the vouchers and a cheque for L6OO had been sent to Mr Warden Revell who would hand them over to the Chairman. A letter from John O'Conner, requesting that certain protection works should be constructed at the Saltwater township. TENDERS. The following tenders were opened and read : — Capping aud Planking (labor only)— David Duncan, L 3 per chain ; Stephen Rolf, LlO per chain ; W. Lind andCo.,L4; G. P. Fellows. L 9 15s ; D. M'Ewen, L 7 10s ; James Reid. LB los per chain for first two chains, and LlO per chain to end of Boundary street; John Wood, LI 1 ; Plaisted and Brown, L 7 ; Fawkner and Co., L3 l3s per chain. Spike Nails. — Forsyth and Masters, 36s per cwt. Fascines — Hogan and Yoke, L 3 10s per cord ; John Cloths, L 3. Iron Work — Noyes and Macgregor, s^dper lb. or 4s9cl per cwt. ; W. H. Stone, 5d per lb. Mr Wickes suggested that it would not be wise to be guided by the lowest tender. He was sure that some of the tenders were lower than the work could be done for. In reply to a question from the Chairman", the Inspector of works said that he wag sure that one of the tenders could not be carried out for the money. Mr Whall thought that enquiry ought to be made as to the ability of parties to fulfil their tenders. It was ultimately decided that a Committee be appointed, consisting of Messrs Whall and Wickes, with the Inspector of Works, to accept the most desirable of the three lowest tenders for the capping and planking. The tender of Forsyth and Masters for 1 tori spikes was accepted. Mr Whall proposed, and Mr Wickes seconded, that the tender of Messrs Noys and Macgregor be accepted. Mr Barnhill proposed as an amendment, and Mr Leach seconded, that the tender of Mr Stone be accepted. .The amendment was carried. Mr Whall moved that the tenders for scrub be not accepted, they being too high ; and that fresh tenders should be called for for scrub at per cord, and for filling in at per cha : .n ; the sub-committee to have power to purchase what scrub is necessary until the Board meet again. Seconded by Mr Leach, and carried. It was carried that the accounts for labor and sundries, L 56 11s, be paid. STANDING ORDERS. The report of the Standing Orders Committee was read and received, and the following rules for the order of business were adopted : — 1. Minutes of previous meeting to be read and confirmed. 2. Correspondence to be read. 3. Treasurer's balance-account to be laid on the table and read at every meeting 4. Accounts to be considered and passed. 5. Reports of sub-committees to be considered. 6. No motion to be proposed or discussed, unless notice of the same has been given in writing by the member proposing it, except by special permission of a majority of the members present.

7. No motion shall be discussed until the same has been seconded. 8. On a motion being proposed and seconded, it shall be read by the Secretary and stated by the Chairman before debate, but may be withdrawn or amended by permission of the Board. 9. N© member shall be allowed to speak twice to any motion, except the mover of a proposition in reply, except by way of explanation, by permission of the Chairman. 10. Two separate accounts shall be kept by the Secretary of the funds placed at the disposal of the Board — one for the town of Greymouth, and one for the Grey Distinct. 11. That all accounts shall be handed in to the Secretary in duplicate, to be placed by him before the Board at each sitting. Mr Whall moved, and Mr Wiokes seconded, that the District Surveyor's letter be referred to the Sub-Committee. Carried. ROAD FROM ARNOLD TOWNSHIP TO JUNCTION. The Chairman gave notice that the Br arc! take this subject into consideration at its next sitting, "Mr Whall suggested that each member should take a map home and carefully consider it, and see if a trunk road could not be made, or what would be the best to be done. It was resolved that the Treasurer and the Chairman do apply to Mr Warden Revell for the L6OO, and that the money be paid into the Bank to the credit of the Board. SALTWATER PROTECTION, Mr Leach moved that the Inspector of Works examine and report on the state of the bank of the Saltwater Creek near the bridge, and the probable cost of protecting the same. Mr Whall moved sis an amendment that Messrs Leach and Barnhill be appointed a committee to confer with the Inspector on the matter. Carried. A resolution by Mr Wickes, that the Board make application for power to levy a rate in the town for the repair of the streets, was postponed until next meeting. The Board then adjourned until Thursday afternoon, the next meeting to be at the Paroa Hotel, Saltwater.
