(from our own correspondent.) Christchurch, August 30. The ship Blue Jacket, from London, arrived to-day all well. The schooner Emerald, from Greymouth, has also arrived. t , From Wellington we learn that a Court of Enquiry has been held with regard to the critical position in which the s.s Kaikoura was- placed outside Wellington Heads on her last departure for Panama. The Court held that the evidence proved Captain Machin to have been drunk when off Wellington Heads ; and that although the ship was not immediately endangered, I it would have been lost had not the chief officer taken charge of the steamer. The Court regretted that notwithstanding Captain Machin'-s previous good character, it was obliged to cancel his certißcate. The Panama mail brings despatches recalling Sir George Grey. It is announced that his successor will be appointed without delayy : The Westlanci Representation Bill has passed both Houses. , ; / . "■ : ' i : ■■■ '
