(From the Home News.) GERMANY.
A semi-official journal confirms tlio intelligence that the North German Parliament; will be opened on the 24th of February. It also announces that the jjreliminary delibarations on the draught of the Constitution for North Germany are progressing very satisfactorily, the essential bases having been already agreed to, and regard having been shown in many respects to the particular wishes of the separate States. A. later telegram adds that the conference of representatives from Bavaria, Wurtemburg, Baden, and Hcsse-Dranistadt, which is shortly to assemble at Stuttgart, was convoked by the Bavarian Government in an identical note addressed to the other South German States, and dated the 9th January. This note lays down the Prussian model as the basis for a new uniform military organisation, and proposes general liability to military service, the division of the army into regiments of tho line, reserves, and Landstrum, and the suppression of the right of recruits to be replaced by substitutes.
