Company's steamer Rangitoto jnrived at the Bluff on Thursday with the English mails via Suez. left WiUiarastown on the 16tli inst. The following is a summary of the news :— * London, January 26th.A .terrible accident has occurred on the lake; in; Regent's Park. A large number of persons were skating, when the ice suddenly broke, and about fifty lives were lost. •;"'.' The French Emperor has issued a decree making seveial important constitutional changes. The debate on the Address is suppressed, and Ministers will be sent to both Chambers of the Legislature to take part in the debates. The privilege of putting questions tp. Members (I Ministers) is granted under certain restrictions. The jurisdiction over the press is transferred from the Executive to the Correctional Tribunals. The Ministry has been reconstructed, aixd_M. Fould has retired from ' office. He was succeeded by. M. Rducher. Schleswig Holstein has been formally incorporated with the Prussian Monarchy. ; * It is stated that the Emperor of Austria has resolved to grant a separate Ministry PPi^Sfck generally, believed that the Judicial I Co^nrottee of the American Congress will '" either^report against the proposed impeacliriient of President Johnson, or Jest ve matters for the decision of the new Con- .;■■' gress. It is rumored that the Derby Ministry » _ intend to throw the responsibility of dealing ; with the Reform Question uppn the House of Comriions. '^ A committee has been formed at the Mansion House, to collect subscriptions for therelief of the prevailing distress in East London.
