ROME.
The French troops have left Rome. The, Pope blessed them on their departure. It is announced that the Italian Cxovern men.t proposes to the Pope the following basis of arrangement :— l. The Government to bring in a bill declaring Florence to be definitely the capital of the kingdom of Italy. 2. The cardinals to be princes of the kingdom on double salary. 3. The inhabitants of pontificial territory, except Rome, to declare by plebiscite whether they will remain subjects of the Pope, or unite with Italy. 4. Rome to be declared a religious city— the Popeto have absolute dontrol, but the municipal council to le elected by the citizens. 5. Lay element substituted for religious element. 6. Pontificial troops to be discharged and foreign soldiers sent away, and the inhabitants to be allowed to* enlist in the Italian army. 7. Treaty to be binding during the Pontificate of Pius IX. 8. To acknowledge Victor Emmanuel as King of Italy, and come to Florence to crown him. 9. Italy to contribute its quota as a Catholic Power to the Civil list.
