The Prince of Wales has returned from St Petersburg, ■ where ho l-eceived marked attention from the Emperor. . The Queen has offered the King and Queen of .Hanover St James' Palace for their future residence. Parliament is still iv recess. The great questions before the public are Reform and Feiiiitnisiu. Bright's lectures on Reform aro considered to be uncalled for, as they do not represent the mind of t'.ie bulk of the people. His meetings have been well organised. A grand demonstration of two hundred thousand men is to be held in London behind the Horse Guards, iv favor of Reform. It is rumored that the Chancellor of Exchequer" con templates taking all railways into, the hands of tho Government. He is expected to introduce a moderate Reform Bill. The Fenian movement excites much attention both in America and in Eng land. Active preparations are being made by the Government lo repel the invasion of Ireland or an insurrection; Five regiments have been sent across, and tlie military 'defences strengthened. Peace is restored on the Continent of Europe, and -Prussia is busily engaged consolidating her acquisitions and incorporating them into her dominions. The surrounding States are generally settling down to the new order of things. Austria appears to be inclined to devote herself to gain the devotion of her subjects by conciliation and progressive measures. If compelled by any popular movement, the Pope is resolved to accept the invitation of the British Government to resid.e,-in Malta. . , The Emperor Maximilian is reported to have resigned his untenable throne. The insurrection in Caudia* has been suppressed. : \ ??'""■ .■■ ; Baron RicasoJi, the Prime Minister of Italy, lias issued a -circular: clearly that Italy will' not' interfere with the temporal power, of the Pppe, nor suffer any encroachment of foreigners across her-; frontier, 'relying on the natural decay of the Pope's sovereign power' when 'unsupported' by foreign troops. , . The cattle j>lague is virtually extinct. Messrs Brunei and Co. are surveying ■ Dover Straits in connection with the submarine railway scheme. .
