Until further provision be made in that behalf, Certificates of Exemption > from Pilotage, under the 16th section of the " Marine Act, 1866," will be issued^n application to the Marine Department, Well- . iugton, or to the Collectors of Customs at Auckland, Napier, New Plymouth, Nelson, Lyttelton, Hokitika, Duhedin, and the Bluff. Every person making application for any such Certificate must furnish a Certificate from the Harbor-Master or principal nautical officer of the port or ports in respect of which the exemption is claimed, that such :person is qualified to conduct and navigate his vessel into and out of such port or ports, and must also state the name of the vessel commanded by him.
