Lettern for sea borne mails will be forwarded if posted within forty minutes after the advertised time for closing the mails, such letters to bear a late fee of b'd for places within New Zealand, and Is for places beyond New- Zealand, in addition to the postage, the whole to be affixed in postage stamps.
