Stuttgard, August 1, Intelligence received here from St Petersburg stages that the Enperor of Russia intends to propose the convention of a Congress of the Powers who signed the treaties of Vienna. The Princes of the States that have been occupied by Prussia, namely. Hanover, Nassau, Dramstadt, and Electoral Hesse, will assemble shortly in this city for a conference. Prince Frederick William will represent the Elector of Hesse. Wurtemburg has not yet determined to propose an armistice,
