REGULATIONS. All letters, packets, and neM'spapers, if liable to postage, - posted 111 NeAV Zealand, must be prepaid by affixing postage labels of the Colony of sufficient A'aiue. All letters receiyed from beyond seas, at any Post Office in this Colony, Avhich have not been regularly posted at the place of despatch (loose letters) are chargeable Avith full postage, 'according to the established rates, unless they are letters which it is 'hot compulsory by law to send'by post, in Avhich case they are chargeable M'ith the inland rate of postage only. Letters and packets liable to more than one rate of postage, and addressed to' places within the Colonyor to the United Kingdom, if bearing at least a single rate, will be forAvarded and charged with the postage deficient, and another, single rate as a fine. Letters and packets so addressed, and bearing less than a single rate of postage, and all letters and packets otherwise addressed, not bearing the full postage chargeable, will be detained and returned -to the sender in all cases where practicable. NeAvspapers, if posted M-ithout prepayment of the full annmnt of postage chargeable, can neither be fonvarded to their destination nor returned to the sender ; but Mill be delivered or forM-arcled to the person addressed, on application, within six months, at the office Avhere the same were posted, and" payment of the deficient postage in stamps.
