THE HEW MINISTRY. Wellington, Sunday. 'Tho Cook's Straits' telegraph cable is finished, and tho first message was sent to-day. A new Ministry has been formed, as follows : — Premier, Mr Stafford; Colonial Treasurer, -Mr Fitzherbert ; PostmasterGeneral, Mr Hall ; Commissioner of Customs, Mr J, C. Richmond ; Defence Minister, Colonel Haultain ; Major Richardson and Mr Johnston to be members of the Executive without office. No Native Minister has been appointed.
