Several large failures are reported in the tinplate trade, the liabilities in some cases being extensive. William Westgate, who confesses to participation in the Phoenix Park murders of last May, has arrived at Plymouth from Jamaica. Ho is apparently an imbecile. The three men who were sentenced to death for the murder of the Joyce family, at Maamstrasna, Connemara, in August last, were executed to-day. Received December 18th, 0.50 a.m. LONDON, December 16. A Cabinet Council was held at Windsor to-day, when the following members of the Ministry took the oaths of (office : —Lord Derby, Secretary for the Colonies, Lord Kimberley, Secretary for India; Lord Harrington, Secretary for War ; and Mr Childers, Chancellor of the Exchequer. The health of Mr Fawcett, PostmasterGeneral, has shown considerable improvement during the last few days. Obituary—Right Rev. Alfred Ollivanri D.D., Bishop of Llandaff, aged eightyfour. The proposed French expedition to Tonquin has been abandoned, owing to a division of opinion in the Cabinet as to the necessity for the establishment of a French protectorate over the territory. A discussion in the Cabinet has led to the resignation of Admiral Jourgulberry, Minister of Marine. PARIS, December 16, The statement that the proposed expedition to Tonquin had been abandoned hy the Cabinet is incorrect. It is now known that consideration of the project has only been postponed, and that it will he brought up again. Minister of Marine, has withdrawn his resignation. CAIRO, December 16. LordDufferin has laid before the E gyptian Government a scheme for the reform of the native tribunals. Lord Dufferin urges the appointment of an European Judge to the Supreme Court. Five hundred of those who are said to have been implicated in the massacre at Alexandria have been discharged. Lerranon’s opposition to Sagasta has collapsed.
