LICENSING COMMITTEES.

AVON. The quarterly meeting of the Avon Licensing Committee was held to-day at noon in the Resident Magistrate’s Court. Present—Mr W. H. Lane (chairman), Messrs H. J. Hall and S. Bailey. An application was made for a transfer of the license of the Papanui Hotel from John A. Young to Thomas Hurst. Mr Button, on behalf of William Mason, applied for a transfer of license from John Pranks in respect of the Talbot Hotel, Yaldhurst. Mr Maude applied on behalf of John Adams Hansmann, licensee of Feathers’ Hotel, Lincoln road, for an extension of the license from ten o’clock to eleven o’clock. The house had been well conducted by the present occupant for many years, and considerable inconvenience had been caused to the public since it had been obliged to close at ten o’clock. Evidence could be given on this latter point by the licensee. Mr Hansmann stated that his gross takings were .£lO a week less than they were under the twelve o’clock license. Mr Button made a similar application on behalf of the licensee of the Talbot Hotel. Mr Webb, of the Bush Inn, also applied for an extension until eleven o’clock. The Committee granted all the applications made both in respect to transfers and extensions of license. Mr Maude applied on behalf of Mr Hansmann for a temporary license for two publicans’ booths to be erected in Hagley Park, in connection with the Popular Sports on Anniversary Day. Application granted, but the license limited to seven o’clock p.m., on the recommendation of Inspector Pender. The Committee then adjourned.

MANDEVILLB AND EANGIOEA. The quarterly licensing meeting for this district was held at the Woodend schoolroom on Friday. Present—Messrs J. Hurse (chairman), M. Duncan, E. Liggett, W. Morriss, and J. Lowthian Wilson. Tho police reports were satisfactory. J. Conway, White Crane Hotel, applied for an extension of his license from ten to eleven o’clock. Mr Nalder appeared for applicant, and pointed out tho necessity for accommodation to persons travelling at night. He said that as harvest operations would soon be in suing, if the hotel closed at ten there would not be time for persons to obtain refreshment at the hotel. The committee retired, and on returning the chairman said the extension would be granted, on the ground that the Crane had been properly conducted for many years under an eleven o’clock license, and there was no doubt persons travelling found it a great convenience in being able to obtain refreshments up to a later hour than ten. Mr E. Thompkins, Woodend Hotel, applied for a transfer to Henry Lee. The application not having been advertised, and proper notice given, was declared informal; but it was decided, if the applicant complied with the Act, and tho police reported favorably on the same, two members would sign a temporary transfer.

The Chairman drew attention to complaints which had been made of excessive diinkiug, which, however, seemed to have arisen in a private house. Sergeant McDonald said the complaints had reached the police, but the neighbors, who were seen about it, denied that there were any unseemly disturbances, and the police could not very well interfere further.

COHETENAY. The quarterly meeting of this Committee was held at tho Eoad Board office, Kirwee, on Tuesday, December sth iust., at noon. All the members present. The chairman read the report of the inspector of the district for tho past three months, which was of a favorable character for the three houses in the district. S. Franks, of the Kirwee Hotel, having failed to comply with the instructions of tho Committee given to him last meeting for him to transfer his license to some suitable person was called upon to explain why he had not done so. It appearing from Mr Franks’s statement that his neglect to transfer was owing to some misunderstanding witn reference to the valuation of the stock, the committee decided to adjourn the meeting till Thursday, the 4th day of January next, to give Mr Pranks time to to transfer, at the same time informing him that if ho failed by that time the license would bo taken away.
