The homeward mails per Cuzco, via Naples, which left Melbourne on the 26th September, per Indus, by Brindisi, were delivered in London to-day. Received November 13th, 1.15 a.m. LONDON, November 13. It has now been ascertained that the name of the would-be assassin of Judge Lawson is Delaney. He is a} convict on ticket-of-leave, and well-known to the police. The latter are sanguine that some valuable information will be obtained from the prisoner. The debate on the Premier's proposed new rules for thereform of procedure will be continued in the House of Commons today. Numerous amendments have already been proposed, and a lengthy discussion is expected as the result. CAIRO, November 13. Lord Dufferin is urging the Egyptian Government to expedite the trial of Arabi and other rebel officers.
