In the House of Commons to-day, in Teply a question, Six* Charles Dilke, UnderSecretary for Foreign Affairs, stated that Government were giving- all necessary attention to questions now affecting Madagascar, owing to the importance of English interests in that island. The death is announced to-day of Geo. Rose (Arthur Sketchley). Received November 14th, 1 p.m. CAIRO, November 13. It has transpired that, contrary to the "understanding which was arrived at last month, the Commission of Inquiry appointed to conduct the prosecution of Arabi now declines to allow the latter's counsel the right of cross-examining Ttritnesses who give evidence for the prose- v cut ion. [special to press association.] Received November 14th, 12.30 p.m. XONDON, November 13th, 6.20. p.m. Mr George Eose, better known as Arthur Sketchley, is dead. A member of the Palace Guard has been arrested for attempting the life of the Sultan. The " Standard" strongly urges a policy of moderation on the Conservative party. Several changes have been made in foreign diplomatic representatives abroad. M. Dncrais, French Ambassador at Brussels, has been removed to Rome; and the Italian representative in London, General Count Menabrea, has been removed to Paris, and is replaced at the Court of St. James' by Chevalier Nigra, at present in St. Petersburg.
