KAIAPOI BOROUGH COUNCIL.
The fortnightly meeting was held on Tuesday. Presenfh—The Mayor (Mr Caleb Smith), Crs. Parnham, Pinching, Woodford, Moore, Mathews, Fraser, Feldwick, May, and Champion. Cr. Woodford raised an objection to confirming the minutes of the former meeting, as it was understood it was not to be held, and some of the councillors were therefore not present. Cr. Champion objected to an omission of reference in the minutes. to the report of the finance committee, which was supplied, and the record then confirmed. Cr. Woodford protesting. Letters were read From Charitable Add office, referring- to three cases for aid. From Christchurch City Council, asking attendance of two delegates at West Coast railway convention. The Mayor said, owing to the apathy shown at the public meeting held in the town to consider the railway question, he had not thought it worth while to call a special meeting of the Council, but delegates could still be appointed, though the meeting for the formation of a Eailway League had taken place. Crs. Parnham and Moore were then elected the delegates. A post sard in reference to designs and estimates for the new bridge was ordered to remain on the table. Cr. May presented a petition, signed by several ratepayers, for a lamp at Charles and Beswick streets. The memorial was received. Cr. Fraser, chairman finance committee, reported the fortnight’s receipts, including A 9 5s for fines and fees, to be -£l3 9s 9d; the present overdraft, j£2ll Is XOd. Accounts, .£23 Os sd, were passed. Cr. Parnham, chairman works committee, recommended that when the funds would allow he should advise replacing the Fuller-Akaroa street culvert with a substantial one in brick or concrete. The Mayor reported on the fencing across Adam street, and also the gate on Eaven street east, which were referred to the works committee to be dealt with. The bridge committee reported that an extension of time for receiving plans and estimates had been made to November 13th. Cr. Moore drew attention to the Ohoka road drain. Cr. Pinching pointed out the necessity for cutting willows on Eaven street river bank. Cr. Woodford drew attention to the nuisance caused by bill posters disfiguring tbe telegraph posts and buildings. Cr. Parnham called attention to the state of the bridge, and the necessity for enforcing the regulation that vehicles and horsemen must cross at a walking pace. It was decided that the bridge-keeper receive instructions to report any case of breach of the regulations. The Mayor reported that in company with. Cr. Parnham, an inspection of the endowment reserve at Ashburton had been made, and detailed the state of cultivation upon it, and improvements in fencing, planting, and introduction of a water-race on it, with, all of which the committee were well satisfied. It was proposed to put a second race through the property, which would increase its value another £2 per acre. In the event of assistance being asked for this, they advised the Council should agree to same. Cr. Champion tendered his resignation as a member of the finance committee. Cr. Feldwiok’s motion to tender for supply of kerosene was agreed to. Cr. Fraser gave notice that tenders be invited for supply of candles. Coumcil then adjourned.
